1. The II International Wind Band Contest “Vila de La Sénia” will take place on 19, 20 and 26 April 2008 at the ‘Casa de Cultura’ in La Sénia. Non professional symphonic bands can participate in this competition. The bands will basically comprise wind instruments (wooden and metallic) and percussion. The number of bands participating in the competition, according to each section, will be as follows:
First Section
From 71 to 100 musicians (including the collaboration of a maximum of six performers who are non-members). The maximum number of string instruments in the band will be seven.
Second Section
From 51 to 70 musicians (including the collaboration of a maximum of six performers who are non-members). The maximum number of string instruments in the band will be five. The attendance of a minimum of three bands is necessary for a section to be formed.
Third Section
Up to 50 musicians (including the collaboration of a maximum of five performers who are non-members). The maximum number of string instruments in the band will be five. The attendance of a minimum of three bands is necessary for a section to be formed.
2. The number of bands participating in each section is as follows:

In each section one place will be reserved for a Catalan band.
3. Bands from Spain and the rest of the world can take part, if they are registered with any federation forming part of the Spanish Confederation of Musical Societies or International Confederations.
Participating bands will take part in sections, as established in the first rule.
Music bands belonging to Conservatories or Professional Music Schools cannot participate.
There will be a deposit of 650 € which will take effect from the time of registration; this will be returned once the competition is over. The deposit should be paid into the Caixa Tarragona current account: 2073-0083-63-0110512445, stating the name of the music band and the following text “Inscripción al certamen” (meaning; Registration for Competition).
4. The registration period will begin on 23th July 2007, and will end on 15th October 2007 at 13.00h. The selected bands will be notified before 31st October 2007, without detriment to what is stated in the following paragraph. The Organizing Committee reserves the right to extend the registration period.
5. Application forms, in accordance with the Annex I model, must be submitted to the headquarters of the La Senia Musical Group (from Monday to Friday between 9:30 and 13:00 h.), or by fax (977570716). It is also possible to submit forms by registered post, to the following address [Agrupación Musical Senienca. C/ Bisbe Berenguer, 3-5. Apartado de Correos 44. 43560 - La Sénia (Tarragona)], by e-mail to [ams@tinet.org] or by completing the Internet form at [http://www.senienca.org/certamen/formulari.php], however there must always be proof of receipt and immediate fax confirmation, to avoid any problem that the delay in receipt could present. Also attached, there should be a curriculum of the band, an audiovisual recording (DVD-VHS), the titles of the pasodobles (for the parade and the concert) and the title of the freely chosen work including its duration.
6. In the presence of a notary, the Organizing Committee will draw a maximum of four bands for each section from all the application forms received. If any of the bands which have been chosen to participate do not do so, (without justification for consideration by the committee), they will lose the right to retrieve the 650 € deposit. Those bands which are not selected in the draw will remain in reserve.
7. The competition will take place in the La Senia Casa de Cultura.
Performance dates for the bands in each section will be:
•Third Section........................................................................ Saturday 19 April 2008.

The competition will begin at 17.00 h. for the first band to participate in each section. The designated bands will perform a parade one hour before the competition starts.
8. Each band will perform the pieces in the following order:
a) A pasodoble or parade march, freely chosen and not marked.
b) A pasodoble to present the competition, freely chosen and not marked.
c) The compulsory piece of work required by the competition.
d) A work of free choice, with a recommended length of 15 minutes (+/- 5 minutes leeway), preferably composed for a music band. If the duration indicated for each work is not respected, marks will be penalized.
e) The compulsory piece of work, according to section, will be as follows:

The Organizing Committee cannot be held responsible for any legal problems which could affect the bands arising from the piece of music chosen in the free section.
9. Each band participating in the competition must bring all necessary instruments required for performing all pieces of work including compulsory pieces.
10. The order in which the bands will perform will be determined by a draw. The Organizing Committee will carry out the draw on 31st October 2007, at 12.00 h., in the Casa de Cultura Auditorium in La Sénia. After this event, all selected bands will be notified on the same day, with confirmation of their participation and the order in which they will perform.
11. Before 15th December 2007, the selected bands must submit all documents required in Annex II to the Organizing Committee. Once editing of the programmes has been started, no more manuscripts will be admitted; therefore non-publication will be the exclusive responsibility of the band failing to comply with the time period. Any band wishing to change a composition in the free choice section will only be allowed to do so if the Organizing Committee has given written authorization before 15th December 2007.
12. Testing of the musicians in the bands will be done by an Examining Committee made up of members of the Organizing Committee, the Catalan Federation of Musical Societies and a delegate from each band participating in the competition. The test will be based on the list of member musicians provided by the federations which the bands belong to. If a participating band is not registered with a federation, they must present a certificate from the Town Hall in their town which proves residency of musicians. Those musicians who are not band members are exempt from this certificate. The lists of musicians who are members of each band must be submitted to the Organizers of the competition before 29 February 2008. Once this date has passed, no modifications will be allowed.
13. The competition Jury will be made up of three members, chosen from renowned, prestigious professionals linked to the world of music bands both in Spain and the rest of Europe. The Organizing Committee will name one of these three members the president of the jury.
14. The band obtaining the highest mark in each section will receive the following prize:
First Section:

Should, after considering marks and votes for different prizes, the case of a draw arise, the prize-winner will be decided by random choice in the presence of the jury, and will be made known during the prize giving event. The winning bands for each section will participate in the Cycle of Music Bands organized, sponsored and financed by the Caixa Tarragona Foundation at the society’s auditorium in
Tarragona, during the autumn of 2008. The conditions for participating in this cycle will be:
The Foundation has set the following salaries for the performance:
• First Section 5,000 €
• Second Section 4,000 €
• Third Section 3,000 €
In the case of winning bands not accepting the proposal for participating in the cycle of music, the Tarragona Caixa Foundation reserves the right to make this proposal to any of the other bands performing in the three sections.
Relating to participation in the cycle organized by Tarragona Caixa Foundation, that which is stated in clause 15 of these rules shall not apply.
15. In recompense for attendance, participating bands will receive the following, depending on the section in which they are taking part, and must choose one of the two options:
A) The competition organizers will arrange accommodation and maintenance for the bands throughout the whole weekend [a maximum of 2 days and 2 nights].
B) The organization will pay for food and travel expenses as follows, depending on the section:

16. The participation in this competition involves the transfer of image and sound rights to the Organizing Committee, as well as all documents provided, in accordance with the rules.
17. If documents are not submitted by the dates established, bands will lose their place in the competition, and the right to participate will pass to one of the bands on the waiting list, according to the order ascertained in the draw.
18. The participation in this competition implies the acceptance of these rules, as well as the carrying out, development and interpretation of decisions taken by the Organizing Committee, and in all areas which have not been covered in these rules. The societies or institutions which participating bands belong to, completely renounce their own jurisdiction, and implementing what is stated in article 55 of the Civil Law of Indictment, are subject to the jurisdiction and territorial competence of the Amposta Courts and their immediate hierarchical superiors, in order to solve any conflict of interest which could arise from these rules, the notification or celebration of the II International Wind Band Contest “Vila de La Sénia”.
