RULES BASES

1. The IV La Sénia International Wind Band Contest will be held on 16, 17 and 18 April 2010 at La Casa de Cultura de La Sénia. This contest will be open to amateur symphonic bands.
Day one of the Contest will be a demonstration day. One or more bands invited by the organisers will perform (not in contest). Bands participating in the Contest will perform on days two and three.
Bands will essentially consist of wind instruments (wood and metal) and percussion instruments. Participating bands cannot have more than 100 musicians. Bands will enter to perform in each section as a function of the composition to be performed, not on the basis of the number of components.
The number of musicians in each band will not determine the sections in which bands will participate. Bands can enter to perform in the section of their choosing, given that bands will not be able to participate without meeting the minimum requirements of the compositions to be performed.
Contest organisers reserve the right to propose a change in section for bands. This change will be indicated by a Selection Committee, and will be based on the curriculum and audiovisual material of the band, as well as the repertoire of compositions that the band will perform submitted at the time of registration.
The Selection Committee reserves the right to reject any proposal for a free composition that it considers inconsistent with the level required by the contest.


First section
Bands with up to 100 musicians, including the collaboration of up to 6 performers from outside the band. The number of string instruments used by members of the band will be limited to 7.

 

Second section
Bands with up to 100 musicians, including the collaboration of up to 5 performers from outside the band. The number of string instruments used by members of the band will be limited to 5.
The maximum number of musicians in each band shall include the performers from outside the band.


2. A minimum of two bands and a maximum of four will participate in each section.

3. The Contest is open to amateur bands from throughout Spain and worldwide. Bands participating will do so in sections as stipulated in rule one. Bands from conservatoriums or professional music schools are ineligible to enter.
A €650 deposit must be paid when the band registers for the Contest, which will be returned once the contest has finished. This sum must be deposited in the following current account held at Caixa Tarragona:

4. The registration period will commence on 1 September 2009 and end at 12:00h on 20 November 2009. Bands selected will be notified before 1 December 2009. The Organising Committee reserves the right to extend the registration period.

 

5. Applications as per the template in Annex I can be submitted in person at Agrupació Musical Senienca (Monday to Friday, 9:30 to 13:00 h) or by fax (977 570716). Forms can also be sent by certified mail to:

by e-mail or by completing a form online, as long as there is proof of receipt and receipt is confirmed immediately by fax, in order to avoid problems that may occur due to delays.
The curriculum of the group, an audiovisual recording (DVD-VHS), the titles of the pasodobles (those of the passacaglia and of the concert) and the composition chosen by the band and its duration should also be attached.

 

6. Bands must submit a list of their members who will participate at the time of registration. Only 5 changes can be made to this line-up [on the date of their participation]. Musicians who are not on the list submitted at the time of registration and who are not among the 5 possible changes allowed by the organisers cannot participate in the Contest.
This list must contain the following information on each member: forename, surnames, instrument and DNI, and be arranged in alphabetical order. The names of musicians not part of the band but who will participate in the Contest (where applicable) will appear at the end of the list.

 

7. The Organising Committee will convene a Selection Committee, which will select the bands to participate in the Contest from all applications received, selecting a maximum of four bands for each section. If a band selected to participate withdraws from the event (without good reason in the eyes of the organisers), it will forfeit their bond of €650 and will not be eligible to participate in this contest for three years. Bands not selected among the first four will be kept as reserves.

8. The contest will be held at La Casa de Cultura de La Sénia. Bands shall perform on the following dates, according to section:
Second section..........Saturday 17 April 2010
First section..............Sunday 18 April 2010


The Contest will commence at 17.00h for the first band in each section. The designated bands will be paraded one hour before the Contest is held. Bands will be penalised if they do not perform at the set time.

 

9. Bands selected to participate in the Contest will sign a document with the organisers, explaining the operational details of their participation in the IV La Sénia International Wind Band Contest.

 

10. Each band selected will perform compositions in the following order:
a) A pasodoble or parade, to be chosen by the band. Not scored. International Wind Band Contest
b) A pasodoble that will serve as the presentation to the Contest, to be chosen by the band. Not scored.
c) A compulsory composition.
d) A composition chosen by the band, recommended duration 15 minutes (plus or minus 5 minutes), preferably an original piece by the band. Points will be deducted in the event that the performance is of the recommended duration.
e) The compulsory composition will be as follows, according to section:

The Organising Committee is not responsible for legal issues that may affect the bands in relation to the use of the scores for their chosen compositions.

 

11. Each band participating in the Contest must bring the instruments required for their performance, both in the case of compulsory compositions and those chosen by the band itself. The organisers shall offer bands participating in the Contest the use of a grand piano.


12. The order in which the bands will perform shall be determined by a draw to be held by the Organising Committee at 12:00h on 27 November 2009 at the Auditorium of La Casa de Cultura de La Sénia. Bands selected will be notified of the confirmation of their participation and the order in which they will perform the day after the draw.

 

13. Bands selected to perform must submit all documentation stipulated in Appendix II to the Organising Committee before 2 January 2010. No more original documents will be permitted once the publication of programmes begins; therefore, the nonpublication of information will be the sole responsibility of the firm that fails to meet the deadline for the submission of information. Bands that wish to change any of their chosen compositions can do so if authorised by the Organising Committee, provided that written notification is given to this effect before 7 January 2010.

 

14. Control over musicians in the various bands will be exercised by a Control Commission, comprised of members of the Organising Committee. Control will be based on the lists of musicians provided by bands at the time of registration. Musicians not on this list will not be permitted. The definitive lists of musicians participating in the Contest will be presented to the organisers of the Contest before 5 April 2010, given that a maximum of only 5 changes can be made to the initial list. No changes will be allowed after this date.

 

15. The panel of judges of the Contest will be made up of three members chosen from prominent professionals in the world of wind music, both national and from overseas. The Organising Committee will appoint a president from these three members.

 

16. The band with the highest score in each section will receive the following prize:


First Section
•1st prize: €7,000.00


Second Section
•1st prize: €5,000.00


No prize will be declared void; nor will any prize be considered “ex aequo”. If once the scores and individual votes issued have been added up there is a tie, the winner will be decided by a random procedure in the presence of the panel, which shall witness the awarding of the prizes.
The winners from each section will participate in the Cicle de Música de Banda, an event organised, sponsored and funded by the Fundació Caixa Tarragona and held in the Caixa Tarragona auditorium in the city of Tarragona in the autumn of 2010. The conditions for participation in the series will be as follows:
The Fundació has established the following remuneration for the performance:
• First section €5,000.00
• Second section €4,000.00


If the winners from each section do not accept the proposal to participate in the musical series, the Fundació Caixa Tarragona reserves the right to offer the proposal to any band that participates in both sections.

 

17. Participating bands will receive the following assistance from the organisers.
- Those travelling up to 1,000 km: €2,000
- Those travelling up to 1,000 km: €3,500
- Those travelling more than 1,000 km: €4,500

 

18. Participation in this Contest requires the release of image and sound rights to the Organising Committee, as well as documentation presented in accordance with the rules.

 

19. The failure of a band to submit documentation by the stated deadline shall result in their forfeiture of a place in the contest, allowing the participation of one of the bands on the waiting list in the order established by the draw.

 

20. Participation in this contest assumes express acceptance of these rules, as well as decisions adopted by the Organising Committee in execution, development and interpretation and in all unforeseen issues. Having waived their own jurisdiction and in accordance with the provisions of article 55 of the Code of Organisation and Civil Procedure, companies and organisations to which bands participating in the Contest belong will be subject to the jurisdiction and territorial competence of the courts of Amposta and higher courts in the resolution of conflicts of interest that may arise in relation to their rules and the organisation of the IV La Sénia International Wind Band Contest.
